As part of SAGSE Paraguay 2025, to be held on August 6 and 7 at the Hotel Casino Acaray in Ciudad del Este, we spoke with Daniel P. Placeres, General Manager of Sielcon s.r.l., about the challenges and opportunities the Paraguayan market faces with the implementation of online control systems in a landscape moving toward real-time traceability. What challenges and opportunities do you see in implementing online control systems in Paraguay, considering the new regulatory framework requiring real-time traceability and connectivity between concessionaires and regulators?

It is a major shift for Paraguay, and it will take time to fully implement. However, new communication technologies will help facilitate the process. Large operators in the region have already been using traceability control systems for over a decade to simplify their revenue tracking and oversight. Most of them already meet international standards with no difficulty in complying with the required regulations.

Medium and small operators that do not yet have control systems will likely discover tools that, in the long run, will bring operational benefits. Although at first, regulations may seem cumbersome to implement and comply with, all these advancements work in favor of the business. They provide a legal framework and support the legitimacy of the investments made by gaming hall operators.

How can Sielcon’s technology help local operators meet the new standards set by DNIT and integrate seamlessly into the regulated ecosystem?

Sielcon and its local representation in Paraguay have been working hard for over 15 years with control systems for operators. More than 40 gaming halls in Paraguay currently use our products. Those clients who trusted our technology will be able to comply with the new regulations without issue, as we are fully prepared to support them. It is worth noting that our system is GLI-certified for the Paraguayan jurisdiction.

What role should interoperability between regulatory platforms, municipalities, and operators play in ensuring a more transparent, secure, and efficient industry?

Paraguay’s market has been making progress in the technological modernization of all elements involved in gaming hall operations. This progress has accelerated in recent years, and it will enable regulatory institutions to rapidly implement control systems supported by technology.

The officials in charge of enforcement must also be trained in these new tools. It is important to remember that municipalities have the independent authority to regulate and manage gaming quotas and fees in each department. Reorganizing the control mechanisms required by each municipality will be a slow and challenging process, but we are confident that, as in other countries in the region, progress will be made in this direction.
