SAGSE Paraguay 2026, August 5, 6 & 7, Confirms Its Final Agenda with International Speakers and a Strong Focus on Regulation, Operations, Security, and Technical Training
August 5, 6, and 7, Hotel Casino Acaray, Ciudad del Este.
SAGSE Paraguay 2026, a closed and exclusive event for operators and regulators, has officially confirmed its final agenda and the leading speakers who will take part in the upcoming edition, scheduled for August 5–7 at the Acaray Hotel Casino & Convention Center in Ciudad del Este.
The event will bring together operators, regulators, authorities, C-level executives, casino managers, technicians, security teams, strategic suppliers, and regional industry leaders in a boutique, invitation-only format designed for decision-makers.
The program will be divided into two major academic tracks: Wednesday, August 5, featuring SAGSE Summit / University, focused on regulation, management, compliance, responsible gaming, sports betting, online gaming, omnichannel strategies, and market professionalization; and Thursday, August 6, featuring SAGSE Academy, a technical training day dedicated to casino personnel, security teams, operations staff, and operational training.
Wednesday, August 5
SAGSE Summit / University
Executive Day | Management | Regulators | Operators | C-Level
The day will begin with a VIP reception from 12:00 to 12:30 PM for authorities, sponsors, operators, regulators, and speakers.
At 12:30 PM, a VIP Lunch sponsored by Apostala and Evolution will take place. Official registration for SAGSE Summit attendees will follow between 1:30 PM and 2:00 PM.
The executive conference program will begin at 2:00 PM with welcoming remarks from SAGSE, followed by the institutional opening from APEJA, delivered by its Acting President, Adriana Gorchs.
At 2:10 PM, Dr. Oscar Orué, National Director of Paraguay’s National Directorate of Tax Revenues (DNIT), will deliver an institutional address on the current state of the industry, market professionalization, regulation, and the development of the Paraguayan gaming sector.
Main Panel: Present and Future of the Paraguayan Market
From 2:35 PM to 3:25 PM, the central panel will take place under the title:
“Present and Future of the Paraguayan Market: Regulation, Operations, and the Development of Regulated Gaming”
The panel will feature representatives from CONAJZAR, Apostala, GLI, local operators, and Evolution, including George Didier on behalf of GLI and Erick Méndez representing Evolution. The session will be moderated by Tomás García Botta, an Argentine attorney specialized in gaming law.
Topics will include Paraguay’s new regulatory framework, Law 7438/2025, the role of CONAJZAR, market liberalization, sports betting, online casinos, certification, compliance, technical standards, legal certainty, omnichannel operations, and opportunities for local operators.
Public Prosecutors Track: Illegal Online Gaming and Coordinated Enforcement
From 3:25 PM to 3:45 PM, the Public Prosecutors / Attorney General’s Office track will be presented under the theme:
“Illegal Online Gaming in Paraguay: A Starting Point for a Coordinated Response Between the State and the Regulated Sector”
The objective of this session is to formally initiate an interinstitutional dialogue on illegal online gaming, identifying initial challenges, coordination gaps, and potential avenues for cooperation between public authorities and the regulated private sector.
The session will feature:
- Deputy Commissioner Nelson Barrios, Chief of Staff of the Directorate Against Economic and Financial Crimes of the Itapúa Department, National Police of Paraguay, with extensive experience investigating tax crimes and fraud cases in southern Paraguay.
- Teresita Torres Molas, Public Prosecutor assigned to Criminal Unit No. 2 of District Prosecutor’s Office No. 1 in Asunción.
- Orlando Edguar Paiva Notario, Head of Criminal Unit No. 4 of the Luque Zonal Prosecutor’s Office and the Unit for Complaints Related to the Illegal Exploitation of Games of Chance in Paraguay.
The session will focus on cooperation between the private sector, the judiciary, and regulatory authorities to prevent and prosecute illegal betting promotion, as well as anti-money laundering measures, traceability, obligated entities, due diligence, and monitoring mechanisms.
LUCA and NOVA+: Technology Against Illegal Gaming and Protection of Minors
From 3:45 PM to 4:15 PM, the following session will be presented:
“LUCA and NOVA+: Technology Applied to Combat Illegal Online Gaming and Protect Minors”
The presentation will focus on initiatives developed by the Córdoba Lottery and will be delivered by José Alonso, Deputy Casino Manager.
Featured solutions include:
- NOVA+, a home-use application that enables parents to monitor and block illegal betting platforms on minors’ devices.
- LUCA (Unified Academic Cyberprotection Line), a solution designed for schools and sports clubs to block illegal betting websites on Wi-Fi networks.
At 4:15 PM, attendees will enjoy a coffee break and academic networking session.
Management, Leadership, and Security
From 4:30 PM to 5:45 PM, Gustavo Adamovsky, Dean of UCES Argentina, will present:
“Antifragile Leadership in FANI Environments”
The presentation will explore decision-making under uncertainty, error management, psychological safety, herd behavior, extreme pressure, and intergenerational leadership.
From 5:45 PM to 6:00 PM, José “Pepe” Casapia Bardales of Peru, ALASCA Ambassador, will lead the session:
“Operational Security for Management and Operators”
The presentation will focus on risk prevention, internal and external fraud, security culture, casino floor control, surveillance, asset protection, and regional cooperation.
The day will conclude from 6:00 PM to 6:30 PM with a roundtable discussion addressing strategic challenges for Paraguay and the region, followed by the presentation of diplomas and institutional recognitions.
At 9:00 PM, the Executive Networking Cocktail, sponsored by APEJA, will take place.
Thursday, August 6
SAGSE Academy
Technical Training Day | Casino Personnel | Security | Operations | Operational Training
The second day will be dedicated to the technical and operational training of the teams responsible for the daily operation of gaming venues.
The day will begin at 8:30 AM with breakfast and technical registration. At 9:00 AM, SAGSE Academy will officially open with a welcome to technicians, casino managers, operations teams, security personnel, and surveillance staff.
From 9:10 AM to 9:50 AM, José “Pepe” Casapia Bardales — ALASCA will present:
“Applied Security on the Casino Floor”
The session will cover incident response procedures, coordination between technical and surveillance teams, critical control points, event documentation, anomaly detection, and operational best practices.
From 9:50 AM to 10:30 AM, Daniel Placeres of Sielcon will present:
“Technical Training in Online Systems”
The session will focus on communication protocols, machine connectivity, ticket validation, accounting systems, TITO, cashless technologies, tester measurements, fault identification, and technical responsibilities within gaming operations.
Following the technical coffee break, from 10:45 AM to 11:25 AM, SLOTIX technical specialists will present:
“Artificial Intelligence Applied to Slot Machine Technical Diagnostics”
The session will include expert diagnostics, guided repairs, fault analysis, case management, team training, and 24/7 technical support.
Technical Keynote: Abilio Mancuello
From 11:25 AM to 12:10 PM, the keynote speaker will be Abilio Mancuello, a Paraguayan electronic engineer, professor, and researcher affiliated with the National University of Asunción (UNA), presenting:
“Meters, Reconciliation, and Control: Machine-Level Auditing Fundamentals”
The presentation will focus on best practices for gaming technicians, maintenance teams, operational controls, security, measurements, ticket systems, incident management, and machine connectivity.
From 12:10 PM to 12:30 PM, the technical closing session will take place, including conclusions, diploma presentations, raffles, and prizes for participating technicians.
At 12:30 PM, the day will conclude with a technicians’ lunch and operational networking session.

On Friday, August 7, an optional off-site activity will be offered:

This social and networking activity will provide participants with the opportunity to conclude the SAGSE Paraguay 2026 experience while strengthening regional business relationships.
